Season chicken wings with salt, pepper, and chili powder. Set aside in a bowl. Combine flour, cornstarch, chili powder, and pepper to create a dry mixture. Dredge the seasoned chicken wings into the dry mixture then deep-fry until golden brown. Set aside.
In another pan, mix together all ingredients for the sauce and bring to a boil, then simmer until it reduces.
Toss all fried chicken wings into the sauce. Sprinkle spring onions on top right before serving.
